Transportation and Urban Mobility

Dormitory towns on the metro periphery have the worst commute times in the country, and the share of Black victims in traffic accidents more than doubled in 20 years.

Mobilidados, a project by ITDP Brasil, measures urban mobility at the municipal level: motorization rate, home-to-work commute time, income spent on transit fares, proximity to bike lanes and structured transit, fleet emissions, and racial inequality in transport-accident deaths. Brazil's FIPE vehicle price table rounds out the picture with its brand-and-model catalog. Regulated ground transport (ANTT, the land-transport regulator) remains out of reach — blocked by anti-bot protection on the agency's site — so this theme covers municipal urban mobility and the vehicle catalog, not highways or intercity transport.

High motorization isn't a proxy for wealth or metro status

The motorization index by state doesn't follow the map of income or urbanization: Minas Gerais leads among states with 2018 data, ahead of Paraná and Goiás — none of the three holds the country's greatest wealth or largest urban population. That suggests high motorization largely reflects the absence of structured transit alternatives, not a lifestyle choice.

The worst commutes are in dormitory towns, not the capitals

The country's worst home-to-work commute times aren't in São Paulo or Rio de Janeiro — they're in dormitory towns on the metro periphery. In Japeri (RJ) and Francisco Morato (SP), over half the residents spend more than an hour just getting to work. It's the legacy of decades of urban expansion in which low-income housing was pushed to the periphery without medium/high-capacity transit keeping pace.

Racial inequality in traffic deaths more than doubled in 20 years

The share of Black victims in transport accidents rose almost continuously between 2000 and 2019, more than doubling over the period. The indicator doesn't measure relative risk — it isn't normalized by each municipality's Black population — but the two-decade trend is unambiguous, and consistent with already-documented patterns of road segregation: peripheral neighborhoods with larger Black populations tend to have weaker road-safety infrastructure.

Transit fares eat over 1/5 of the minimum wage in the North and South

In states like Amazonas and Santa Catarina, public transit fares consume more than 20% of the minimum wage for regular commuting. The column that would break this spending down for Black households exists in the Mobilidados schema but is empty in most rows — a real data gap, not evidence of absent inequality.

Ceará leads on bike-lane / structured-transit overlap

Nearly half of Ceará's structured-transit stations sit inside bike-lane coverage — the highest share in the country, ahead of even São Paulo, which has the largest bike-lane network in absolute terms but far lower proportional coverage. Multimodal integration doesn't always track scale.

Medium/high-capacity transit remains confined to two metro areas

Rio de Janeiro and São Paulo together hold more medium/high-capacity transit infrastructure (metro, BRT, light rail) than Paraná, Minas Gerais, and the Federal District combined. Expected — the country's two largest metro systems are there — but it underscores that quality structured transit remains the privilege of two metro regions, not a national standard.

Particulate matter halved in a decade, CO₂ didn't

Fleet particulate-matter emissions were cut in half between 2007 and 2018, consistent with fleet renewal and tighter emission standards (Proconve). CO₂ shows no comparable decline — it oscillates with no clear trend, expected since the motorized fleet only grew over the period: less soot per vehicle didn't mean less carbon overall.

The vehicle catalog behind Brazil's FIPE price table holds 11,289 brand-and-model combinations — cars hold by far the widest variety, reflecting decades of releases in the Brazilian market. Per-model-year prices aren't part of this catalog, which only covers the brand/model registry.

Powerful cross-cuts

Explanatory hypotheses

The lack of quality structured transit across most of the country pushes individual motorization as the fallback — hence states without a meaningful metro or BRT leading the motorization index. Dormitory towns concentrate the worst commute times because a history of urban occupation — low-income housing on the periphery, jobs concentrated downtown — was never matched by equivalent medium/high-capacity transit. The rising share of Black victims in accidents is consistent with road segregation: peripheral neighborhoods with larger Black populations tend to have fewer crosswalks, traffic lights, and lighting.

Public policy implications

Expanding medium/high-capacity transit beyond the Rio–São Paulo axis could reduce reliance on individual motorization in states with no structural alternative. Income-differentiated fare policy could ease the fare burden in the North and South. Road-safety investment targeted at high-Black-population peripheries could reverse the two-decade trend in accident deaths. Filling the regulated ground-transport data gap — currently blocked by ANTT's anti-bot protection — would allow monitoring of highways and intercity transport, a blind spot in this theme.
