The geobr project provides the official geometry of Indigenous lands, conservation units, biomes, and urban concentrations across Brazil, detailing ethnicity, regularization stage, protection category, and management level for each area. IBGE's 2022 Census rounds out that map with the geometry and population of Indigenous lands and Quilombola territories, while administrative divisions — mesoregions, microregions, municipalities, and census tracts — complete the country's territorial mesh down to the finest granularity available. Cross-referencing these layers, the picture that emerges is of a country with one of the world's largest formal networks of environmental protection, but where the geometry on paper doesn't always match effective protection on the ground.

Adding up conservation units and Indigenous lands, a quarter of all Brazilian territory sits under some formal protection regime — and the Legal Amazon, which holds a large share of those areas, corresponds to 59% of national territory. Few countries in the world keep such a large proportion of their own territory under formal protection, a territorial asset that is at once a strategic environmental resource and an enforcement challenge on a continental scale.

In absolute deforested area, the Cerrado surpasses both the Atlantic Forest and the Amazon itself — a finding that runs counter to the prevailing public perception, which associates deforestation almost exclusively with the Amazon rainforest. A third of Brazilian municipalities have low human development

Classifying Brazilian municipalities by HDI bracket, only 5% reach the very-high category, while 35% fall into the low or very-low brackets — the statistical portrait of what's commonly called "deep Brazil." The distribution isn't a balanced bell curve around the mean: it's a heavy tail of municipalities that, decades after the index itself was created, still haven't reached basic levels of human development.

International pressure over Amazon deforestation helped create an extensive network of formally protected areas, but not always with effective enforcement capacity on the ground — hence the persistence of land grabbing in remote regions, where state presence is insufficient to make protection-on-paper hold up. Population concentration in a handful of metro areas — São Paulo, Rio de Janeiro, and Belo Horizonte together total tens of millions of residents — shows that urban Brazil is, in practice, a country of few large centers.
