One gold per six medals — Brazil's conversion rate is low

Explanatory hypotheses

In Brazil, investment tends to concentrate in windows near home-hosted Games and in already-winning disciplines, producing isolated peaks rather than accumulation. The hypothesis is reinforced by distribution: the country posts strong results in a few disciplines and is almost entirely absent from most.
Public policy implications
If the bottleneck is neither population nor raw talent but continuity of development, sport policies with multi-year funding — insulated from electoral and Olympic cycles — would have more effect than investment concentrated on the eve of competition. Integrating talent detection into the public school network, where 93% of Brazilian students are enrolled, would broaden the recruitment base at low marginal cost. And systematically measuring performance by discipline, rather than only total medals, would identify where investment converts podiums into gold and where it merely sustains presence.
