Over 70% of Brazilian emissions come from farmland — the country exports soy and beef to China and keeps the deforestation, the smoke, and the drought.

PRODES, the satellite monitoring system run by Brazil's National Institute for Space Research (INPE), has tracked biome-by-biome deforestation since the 1980s. SEEG, the Greenhouse Gas Emissions Estimate System, calculates how much each sector of the Brazilian economy releases into the atmosphere. And CAR, the Rural Environmental Registry maintained by the Brazilian Forest Service, records the land-tenure and environmental status of millions of rural properties. Together, the three panels show that Brazil's environmental devastation has an address, a sector, and a customer — and that enforcement is always chasing the damage after it's done.

The Amazon concentrates the country's deforestation

More than 80% of all deforestation recorded in Brazil happens inside the Amazon. The Cerrado, the second most affected biome, accounts for about 15% — and has been growing as an agricultural frontier precisely because enforcement and international attention have concentrated on the Amazon rainforest. The remaining biomes together add up to less than 5%, not because they're preserved, but because there's little left to clear.

Brazil emits carbon through farmland, not industry

Contrary to the image of an industrialized country, Brazil's largest emissions source isn't factories or power plants — it's agriculture and livestock, responsible for over 70% of the total measured by SEEG. Energy accounts for about 20% and industry, traditionally cast as the climate villain in other countries, sits at around 10%. Brazil's emissions profile is agrarian, not industrial.

Chinese demand behind the deforestation

More than 70% of Brazilian soy and about 60% of exported beef have China as their main destination, along with the European Union in the case of beef. These two products aren't just agribusiness's leading exports — they're also the ones putting the most pressure on the agricultural frontier pushing into the forest. Foreign demand for animal protein and grain finances, at the end of the chain, the chainsaw and the fire.

The Rural Environmental Registry exists more on paper than on the ground

CAR already covers millions of active rural properties — in theory, the basis for enforcing the recovery of degraded areas and containing illegal deforestation. In practice, few of these registrations advance to actual regularization, while infraction notices pile up on a significant number of properties. The registry was created as a control instrument, but without analysis and enforcement capacity proportional to its volume, it functions mostly as a database of intentions.

Demarcated land curbs deforestation — when there's enforcement

Indigenous lands cover 13% of national territory and conservation units another 12%: together, almost a quarter of the country sits under some form of reinforced environmental protection. In these areas deforestation is historically lower than in the surrounding land — but real protection varies enormously from territory to territory, depending on the presence of enforcement agencies and the pressure from invaders on each specific region.

Protected areas deforest less than their surroundings — but "protected on paper" and "protected in practice" are very different things when enforcement is missing.

The Cerrado burns more than the Amazon

Against the intuition that the Amazon also concentrates the country's largest wildfires, it's the Cerrado that leads in area burned per year, topping 50,000 km² against just over 30,000 km² in the rainforest. Both biomes peak between August and September — a window that coincides with the end of the dry season and makes the phenomenon predictable enough for targeted prevention efforts. The Pantanal, in turn, burns at extreme levels only in severe drought years, while the Caatinga maintains a consistently high burned area.

Agriculture and land-use change add up to three-quarters of emissions

Breaking down the SEEG inventory by sector in 2022, agriculture and livestock plus land-use change — a category that includes much of deforestation itself — together account for about 75% of national emissions. Energy is on a downward trajectory, waste is on an upward one, and agriculture and livestock remain stable at the highest level: there's no sign in the numbers that the sector is decarbonizing.

Amazon deforestation is already shifting São Paulo's climate

Deforested areas in the Amazon receive between 15% and 20% less rainfall than intact forest, because standing vegetation is part of the very cycle that generates precipitation — the phenomenon known as "flying rivers." Wildfires, on top of that, carry soot that has already been linked to worsening air quality in São Paulo, thousands of kilometers away. And more than 50 hydroelectric plants in the basin alter the natural flow of rivers, adding up to a cascading hydrological disruption that runs from the forest to the taps of the Southeast's biggest cities.

Whoever protects the forest doesn't hold the deed to the land

Indigenous lands cover 13% of the territory with variable protection, but quilombola communities hold formal title to less than 5% of their claimed territories, and riverside (ribeirinho) communities barely register in any land-protection system at all — they are effectively invisible to the State as subjects of territorial rights. It is precisely these groups, without proof of possession, that have historically done the most to keep the forest standing.

Explanatory hypotheses

The global-demand hypothesis is the most direct one: Chinese and European consumers, by buying cheap soy and beef, finance from afar the devastation of a biome they will never set foot in. The natural-capital theory complements the picture — environmental resources are treated as a free input, with no cost embedded in the commodity's final price. And the situation of traditional populations shows that land titling functions as environmental policy: those who depend on the standing forest for survival tend to protect it, but can only do so durably if they have a document that upholds their possession against invaders.

Policy implications

Traceability systems like TRASE can identify the exact origin of each shipment of soy and beef, letting international buyers exclude suppliers tied to deforestation. Embargoes that are actually enforced — not just announced — reduce demand for products from illegal areas. Payment for environmental services can give economic value to standing forest, currently treated as an idle asset. Titling quilombola and indigenous lands protects both territory and peoples who have already shown a capacity for conservation. And real-time satellite monitoring can anticipate wildfires before they spread, instead of merely tallying the damage afterward.
